2006 Bond Election Advisory Committee

In November, 2006, the City of Austin submitted to the voters a bond election program of long-term capital investments that met both municipal and regional goals for providing quality public services and responding to Central Texas' growth. The 2006 Bond Election Advisory Committee adopted a $614.8 million recommendation of projects, proposed by both the city and its citizens, for consideration by the City Council for inclusion in the bond election.

The membership of the BEAC includes representatives from the board of Envision Central Texas, to help reinforce the City Council's goal that this bond program be crafted with a regional as well as local perspective. It also includes ex officio members from other local taxing entities.


Bond Election Advisory Committee Timeline and Process

The City Council formed the 2006 Bond Election Advisory Committee (BEAC) in February 2005 and appointed the committee in April. The Committee conducted its initial organizational meetings during May and June. The BEAC formed four subcommittees to review projects in specific areas - facilities (including a new Central Library); transportation and drainage; open space; and affordable housing. Other subcommittees have overseen the BEAC's outreach and public involvement plan and its coordination with other jurisdictions and agencies.

The BEAC subcommittees held a total of 35 public meetings from July through October to consider projects and programs for inclusion in the bond package. The BEAC also conducted four Public Hearings during this time to receive additional input from citizens. The subcommittees presented their recommendations to the full BEAC at the beginning of November.

The BEAC then conducted a series of public meetings in November to consider these proposals and craft a draft recommendation. After public hearings in December and January, the BEAC met to finalize its recommendation for submittal to the City Council.
