Oltorf Road Utility Improvement & Reconstruction Project
The Oltorf Road Utility Improvement and Road Reconstruction Project, which began July 9, 2007, was substantially complete by December 2007. The project extended from South 5th Street to Congress Avenue, approximately a three-quarter mile distance. Work included replacing existing water, wastewater and storm sewer, as well as full depth street reconstruction. Acceleration strategies similar to those used for the 2006 Riverside Drive Project, the 2004 Lamar Blvd Project, etc. were used on the Oltorf Project to expedite the work. The project was funded by Capital Metro ¼ cent funds, 2006 bond funds, the Austin Water Utility and the Austin Clean Water Program.
Traffic Impacts
One lane of traffic will be maintained in each direction throughout most of the project. Flagging operations will be required periodically during construction when lanes are reduced to one lane for both east- and westbound traffic. In those cases, flaggers will be present to assist motorists. Construction will be seven days a week, from 7 a.m. to 6 p.m.

- Construction is estimated to take about five months.
- The City has selected two contractors to perform the work. Jay Reese Contractors will reconstruct Oltorf between South First and South 5th. Texas Sterling Construction will reconstruct Oltorf between South First and Congress.
- Work hours are from 7 a.m. to 6 p.m., seven days per week.
- Work will include replacing water, wastewater and storm sewer prior to full depth street reconstruction.
- The south side of Oltorf will be closed for the first phase of the project. One lane of traffic in each direction will be shifted to the north side of the street. Access will be maintained to all residents and businesses.
